Manahawkin's New Library Sits Next Door to the County Clerk on Purpose

October 29, 2026

At the October 5 opening of the new Stafford branch of the Ocean County Library, the most practical reaction came from Tim Hart, the county and Stafford Township historian. "At least now when I make presentations, I won't be doing it in the basement," he told The SandPaper. He meant the lower-level meeting room at the old branch on North Main Street.

The basement is gone, and so is that building's run as a library. The new branch at 179 South Main Street, on Route 9, covers 19,700 square feet, nearly twice the size of the North Main Street branch, which closed May 1. The size gets the attention, but the location matters more. The library now shares an address with the county's Southern Service Center. Who chose that spot, and what the branch put on its first winter calendar, show what the building is meant to do.

The Address Was the Point

Stafford's library has never had a building of its own design until now. Its three homes, in order:

  1. 1980: a second-floor room at 94 Stafford Ave.
  2. 1990: the North Main Street building, once home to Manahawkin Baptist Church.
  3. October 2026: a purpose-built branch at 179 South Main Street.

This time the site was chosen for its neighbors. County Commissioner Jennifer Bacchione, the commissioners' liaison to the library system, explained that choice at the ribbon-cutting, as The SandPaper reported:

"We wanted to have it next to the county resource center. It is a perfect location. Now we can bring everyone together. The county can meet the many needs of our residents in one spot, whether it's the library, Meals on Wheels or the county clerk."

When the county announced construction in 2023, its press release listed what the Southern Service Center next door holds: a senior nutrition site, the County Clerk's Office, the Office of Senior Services, the Department of Human Services, and the Veterans Service Bureau. The Ocean County Clerk lists its Southern Service Center at 179 South Main Street, and the Veterans Service Bureau lists a satellite office at the same address.

So a Manahawkin resident filing paperwork with the clerk, meeting with veterans services, or visiting the senior nutrition site is now steps from a library. The rest of the building's design follows from that.

What the Building Was Designed to Hold

The SandPaper reported a total cost of $13.2 million. Jersey Shore Online reported that $4.824 million of it came from the New Jersey Library Construction Bond Act, in a round that gave $37 million to 36 library projects across 13 counties.

Here is what that money bought, listed by who each space serves:

  • Older adults: an intergenerational area where seniors can gather and socialize.
  • Visitors with sensory processing needs: a sensory space with the Everbright, an interactive wall of rotating, color-changing dials; a Surfpro ceiling projector that casts interactive games onto the floor; and a tactile fiber-optic wall panel.
  • Kids and tinkerers: Sparks's Lab, a public STEAM makerspace, plus a larger children's section.
  • Teens and students: a dedicated teen area and study rooms.
  • Community groups: meeting rooms above ground, including the Stafford 2nd Floor Meeting Room C listed on the library's calendar.
  • Readers: shelving for 40% to 50% more books and materials than the old branch held.

Susan Good, the branch's former children's librarian, picked out the sensory room. "Wow, all I can say is wow," she told The SandPaper. "The sensory space room is incredible."

Hours That Reach Past the County's Workday

The offices next door keep government hours. The library runs later three nights a week, according to the library's grand opening release:

Day Stafford Branch hours
Monday, Friday, Saturday 9 a.m. to 5 p.m.
Tuesday, Wednesday, Thursday 9 a.m. to 9 p.m.
Sunday 1 to 5 p.m.

Tuesday through Thursday evenings and Sunday afternoons are when the building is open without the service center beside it. The winter calendar uses those evening hours for a different crowd.

The First Winter Calendar Follows the Same Plan

The branch's events calendar for November 1 through December 10, 2026 matches the rooms listed above almost one for one. Weekday mornings go to young children and older adults. Afternoons and evenings go to older kids and working adults.

For older adults, a short walk from the senior services next door:

  • Wednesday, Nov. 18, 10 to 11:30 a.m.: "Friends Adventure: Neill Hartley Performs, Over There: Songs and Letters of WWI." It falls one week after Veterans Day, in a building that shares an address with a Veterans Service Bureau office. Registration required.

  • Wednesday, Dec. 9, 5 to 6:30 p.m.: "Adult Craft: Cork Snowflake." Registration required.

Most children's sessions also require registration. The calendar is live, and some entries in this range already carry cancellation notices, so check the Stafford branch listings before you go.

One Stop on Route 9

According to the library's grand opening release, Director Susan Quinn, Commissioner Bacchione, Chairman Mancini, State Librarian Jennifer Nelson, and Mayor Robert E. Henken all spoke at the October 5 ceremony. Henken, who described himself as a fan of architecture, told The SandPaper that "every inch of space is properly utilized." Over its first winter, the calendar puts that use plainly on the schedule. A morning visit to the county clerk can end at Toddler Storytime. Lunch at the senior nutrition site sits a few doors from a WWI songs program. And the building stays lit until 9 p.m. Tuesday through Thursday, after the offices next door have closed.

Our agents have followed Manahawkin's civic buildings as they moved from borrowed rooms to purpose-built homes, and our Manahawkin office is part of this same stretch of southern Ocean County. If you want to talk about the town around the new library, or anything else on Route 9, the team at BHHS Zack Shore is glad to help you find your dream home.
